Make sure iTunes is installed on the machine with Outlook.

Go to the iPhone, Settings, iCloud, and turn Contacts OFF. You will be asked if you wish to delete Contacts on your phone. Your choice. I did not but then I had a couple of duplicates to take care of.

Start iTunes on the computer with Outlook.

Connect the iPhone. When it loads, under the Info tab (left side of iTunes) you can set up the Sync settings. Contacts should now be an option, enable it and then Sync.
