Remove the printer from Devices and Printers if it is sitting there.
Now go to Devices and Printers, Printer Server Manager, Drivers Tab and remove the applicable drivers.
Look in Programs and Features for any HP bits and remove these.

Shut down, start up and try installing the printer again.

Please let us know.

Had around 4 printers and I remove all but same problem

1. Did you remove all the drivers?

2. Did you get the newest Windows 10 Drivers for your system. HP put out new Windows 10 drivers AFTER Windows 10 had been introduced.

I have HP 600 series printers running on Windows 10 and HP OfficeJet printers running on Windows 10.  I do not have an HP 400 printer to try.
I started with Experts Exchange in 2004 and it's been a mainstay of my professional computing life since. It helped me launch a career as a programmer / Oracle data analyst

Open Devices and Printers and click once on any printer or printer device. A new Sub Menu opens call Printer Server Management. Click on the Drivers tab and remove applicable drivers.
