How do I format a DVD disc so that I can burn files on to it?

You don't.

You need a DVD drive that can burn DVDs and software that can burn files onto discs.  No formatting required.

Suitable software is available such as CDBurnerXP https://cdburnerxp.se/en/home and IMGBurn http://www.imgburn.com/ (the links take you to the sites and you can find the downloads from there).  Note if you wish to use one of these ask here first as these two free and very useful apps are now becoming bundled with Adware which you don't want.  We can direct you to a non Adware download.

Suitable tutorials on how-to-use both products are available from the websites or YouTube.

beverley, i assume you want to format the cd so you can add files to it?
then simply use the burn data disc option from CD burner - and don't close the disk after burning
