Powershell ISE comes baked in to windows 7,8.1,10, server 2008r2,server 2012, server 2012r2.  If anything you can download  windows management framework 5 which will upgrade you to Powershell version 5 which will give you even more features.

Most have trial versions...why not try and evaluate?  ISESteroids is one of the more popular ones: http://www.powertheshell.com/isesteroids/

I use PowerShell Studio from Sapien.com and I'm very happy with it.

of course, it ain't cheap, but if the office is paying, like mine does, it's all good!
