Cannot get outlook 2013 connected to exchange 2016

Migrated from exchange 2003 to 2016. Can access accounts via webmail however when trying to connect via outlook 2013 from a windows 10 box I receive "The connection to Microsoft Exchange is unavailable. Outlook must online or connect to complete this action."

Have already tried everything here https://support.microsoft.com/en-us/kb/3032395 and https://support.microsoft.com/en-us/kb/3097392

Any other ideas?

The problem is obviously with outlook connectivity maybe connecting to the CAS.  
In the bottom right of your taskbar click the up arrow to show your hidden icons.
Hold the ctrl and right-click your outlook icon first click test email autoconfiguration to see if your settings in there are off,  then go back and click connection status
