I need to assign a VM to the same IP/subnet and gateway as a production host (for staging purpose) and isolate it so that it doesn't conflict with the production environment but at the same time, still be able to access it through my remote vpn connection and through RDP and the vsphere.

Everything is connected to the production switch.

You will need to use a virtual router, to route traffic from your non-production to production environment.
