Windows 10 - Surface pro 4
Hi there, as mentioned in the title this all happened after the anniversary update.

In the lower right hand on the task bar there is now a 'count' of pending notifications. If I press this button Windows Explorer stops responding and does not show the notifications, waiting does nothing. All I can do is restart Windows Explorer from the Task Manager.

Also when a notification window pops up, usually an incoming email, if I select this nothing happens and the notification window stays until I restart Windows Explorer again.

Try running System File Checker to see if that repairs the issue.

Open cmd.exe with Run as Administrator and run SFC /SCANNOW.
Allow to complete, restart or, preferably, shut down the computer and then start up again.
Test to see if the problem has been corrected.

If no, use the Media Creation Link to do a Windows 10 Repair Install

https://www.microsoft.com/en-us/software-download/windows10

Click on Upgrade to Windows 10 (even if Windows 10 is running), click on the Download button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything.

Hi and many thanks for the info.
I had run a scan which came up with no results.
Due to work constraints I have not had a chance to run the Repair Install yet. Hopefully will do so this week.
