I'm looking for a utility or program that will run an analysis on a given disk and provide information about the amount of consumption over time.  Say for example over the last year we've consumed X amount of disk space.

THanks ...

TreeSize does a nice job of showing disk utilization.

The free version is nice, but only displays the usage at a point in time.    The paid "Professional" version has a snapshot feature, which can be configured to run scheduled scans and create snapshots, which will show the usage over time.
