Allowing Youtube access only for 30 PCs on the network - BLOXX filtering system

Hi
We have Windows 7 PCs on our network and DCs are windows 2012.
Also we have Linux debian proxy servers for students and we use BLOXX, which is our internet filtering system. Currently YouTube access is denied for all students.

Now there is one ICT-2 room with 30 PCs and would like to give YouTube access only to these PCs in this ICT-2 room.
Please let me know if there would be a way to achieve this. I was thinking if I create a reservation 30 IP addresses on our DHCP and assign these IP addresses to the 30 PC and ask our filtering team to create a policy to allow you tube, only for these 30 PCs,
Will this work ?

Any suggestions  would be very helpful.

it can be done in various ways depending on how restricted you prefer.

for example, as you suggested, you may choose an IP based blocking solution, but if the students are smart enough they may soon or later  figure out the restriction and get rid of it by manually assigning a workable IP or even manually assigning a MAC address to fool your DHCP server.

a better solution is to PHYSICALLY separate those PCs in ICT2 room into another subnet and simply allow all IPs of the subnet to access YouTube.

you need a VLAN capable switch and router for doing this, or you need a separate router dedicated for the ICT2 subnet.

The students don't have access to the Lan card properties.
will they be able to change the IP in ant other way

NETSH command line with administrator's privilege can also modify the IP address of a Windows PC.
