Go to your iPhone, make sure that Contacts on the iPhone "sync to iCloud" is OFF (iCloud settings). Turn the phone off and then back on.

Now open iTunes, connect the phone, go to the Info screen for the phone / Outlook and set Contacts to sync.

I have done this on my own iPhone and it works.

You can use Email to copy contacts from Outlook to iPhone. But the drawback of this method is, it will not update the changes in the contacts automatically.

Step 1. Create the vCard of all the contacts in Microsoft Outlook.
Step 2. Send it to your own e-mail address.
Step 3. Open the self sent email and save the attachment i.e. in .vcf format to your local hard disk.
Step 4. Open the message sent over the email from the iPhone
Step 5. Tap on to “Add Contacts”

We have to first export the PST file in vCard format. For which you have to know the procedures of converting PST into vCard format in Outlook. So to overcome these technicalities a user friendly vCard Export Tool can be used  to easily migrate the PST contacts to the vCard format.
