I have situation where I need to send a file to sFTP / port 22 on my website.
So I research and find out below may help.
My question is I need to know what I need to do first.
Do I need to download something to the server first?
And then download something to get dll on my development pc?

Hi ITsolutionWizard;

From what the link you posted you first need to download WinSCP .NET Assembly and install it. So after you download the assembly place it in a directory where when you want to use this in a project you know where it is on your system. Now to install it In your project go to Solution Explorer and right click on the References node. Now click on the Add Reference..., in the Reference Manager window that opens click on Browse node on the left of the window. Now click on Browse button at lower right of window. Then navigate to where you saved the assembly and select it and then click on the Add button and then click on the OK button. The assembly is now installed. Now you will need to add a using statement, using WinSCP;. Now you can write code against it.
