it simply means that the receiving email server rejected your email, if you have the rest of the NDR maybe we can help more.

is this user hosted on your mail server or a 3rd party ?

Most NDRs cannot be modified, because they are generated by the other side, so outside of your control.

I answered the question - you cannot change the NDR.
