An administrator can go into Active Directory Users and Groups and can reactivate it.

Can you explain more in detail if you want to enable then just select user account and right click -> select enable. If you deleted and restore then you should enabled the recycle bin feature in your environment.

If you want to reactive your mailbox. then first you need to update the store database using below command, so that mailbox will be seen in disconnected state

Update-StoreMailboxState -Database “DBNAME” -Identity “ExchangeGUID”
then you can reconnect your mailbox

You need to check the disconnected mailboxes and reconnect it, before this step enable the account in AD.
