Any good free or relatively cheap spam filter add on programs that can be installed onto Outlook 2013?

Outlook 2013 has its own spam filter built in. It doesn't block much out of the box, but you can increase its thoroughness by right clicking any message, then going to Junk > Junk Email Options. This will allow you to set the strength of the spam filter in Outlook. Any messages caught by the filter will go to the Junk Mail folder and can be examined later. False positives can then be tagged as "Not Junk" and you can choose to block senders that are not properly flagged as spam.

Before adding on external spam filtering  ... is RBL filtering at your SMTP receiver active using the various online Real-time Blackhole Lists ?

  • zen.spamhaus.org,
  • bl.spamcop.net,
  • cbl.abuseat.org,
  • dnsbl-1.uceprotect.net

My experience is that using just these four will deal with over 90% of active spam.  The advantage of using RBLs over spam filtering programs is that RBLs list the current, active offenders which are always figuring out ways to slip past spam filters.

You can try GFI Email Security if it is for any small orgnaziation or try the above as Experts mention.
