MSDTC encountered an error (HR=0x80000171) while attempting to establish a secure connection with system

Windows 2012 R2 standard
SQL 2014 Standard

when attempting to setup the DTC security settings in the Component Services console, i get this error:
"An error occurred attempting to recover from a previous error. DTC may not work correctly."

Also, the event viewer logs this:
"MSDTC encountered an error (HR=0x80000171) while attempting to establish a secure connection with system"

It is using the network service as the DTC logon account. I have tried the local service, local admin, domain admin; same issue.
I have given the network service full permissions to the msdtc log file.

any ideas?

You need to enable network access by configuring the dtc service.

no, i had to reinstall the dtc role/feature
