How can I setup free VPN for windows ?

W8+ allows for IKEv2 IPSec VPNs, using Routing and Remote Access Service of a recent Windows Server OS.
Earlier Windows OS (client and server) allow for PPTP and L2TP/IPsec (with restrictions). PPTP is not considered safe because of weak encryption.
Free OpenVPN can be set up to run as client and server. It uses SSL (HTTPS) for encryption.

That assumes you want to connect an office with other machines. If that is not correct, please tell us more.

You´re right. I need to connect office to my notebook at home. How can I configure OpenVPN ?

It can be little cumbersome to start from scratch with OpenVPN if using certifcates (required if you do not have a 1:1 connection). Simple configuration and setup examples can be found on the OpenVPN Community site, https://openvpn.net/index.php/open-source.html.
You'll need either fixed public IP or a Dynamic DNS registration service with corresponding software on the server end. And your server end firewall/router has to get a port-forward definition for the OpenVPN port (usually 1194/UDP) to redirect to your PC running OpenVPN server.
Note that both server and client are the same piece of software, they are just configured differently.
