Can't sort a Stacked Pivot Chart

Hi
I have stacked Pivot Charts where the results are displayed as 100%. I want to sort the chart so that the maximum vacant percentage (87.5%) is at one end and the smallest vacant value  (18.23) is at the opposite end.
When I right click and try and sort it form the smallest to the largest percentage it wont sort correctly. I suspect it is sorting on the sum of vacant values and not the calculated  percentage.

Any idea how I can sort the pivot chart. sample file attached?
