Performance Monitor in Server 2003 is started in the run menu by typing perfmon.

Perfmon4
By default it will show 3 counters - Memory, Disk, and CPU.  Which monitors paging, disk queues, and CPU time respective.  You can click the + icon to add additional counters as needed.
