Adding a shortcut to my Samsung Tab E (Android tablet)

I would like to add a shortcut of my own choosing to a screen on my tablet. I see some instructions to do that for other Android devices, but none correspond well enough to use on my tablet.  It could be a regular button or a Widget.

I am also curious why adding an editable link button is not an elementary feature for all tablets.

What have you tried?

The technique I've used is to touch and hold the icon for opening the app, at which point the device switches to a shortcut creation mode, at which point I can drag it to choose where to put it.

Thanks, but I want is an icon that points to a URL, or website that I specify.

I saw it once under Settings (I think), and now I can't find it when I want to actually use it!

On the website you want to create the shortcut for, there should be some kind of menu icon for Chrome in the corner. See if the option is in there.
