how to install the file server on windows 2008 machine?
what are the requirements for this?
and how to create the share folder on this server with the access permissions, like only owner of the shared folder can  access the share folder.

It is same as the minimal requirements for a normal server.

But for a file server you will need more disk space and it depends on your needs.

3) and how to create the share folder on this server with the access permissions, like only owner of the shared folder can  access the share folder.
Here you must give everybody permissions to create directories at the root of the share and then give "CREATOR OWNER" full access.
