Annual Leave Calendar with Manager Approval

Hi,

my client has Windows 10 Pro PC's with an SBS 11 Standard Server with Office 2013 on each of the workstations.
The Owner is looking to create a shared calendar for all the employee's annual leave but he needs to approve it before its accepted.

Can this be done out of the box or do we need to purchase a 3rd party product?

Create a shared mailbox and give the designated approver full access rights to the mail box.

Or create a resource "room" calendar with a booking delegate to approve or deny requests.

This can be done with Exchange 2007 and newer.
