use of cookies and regulations

Are there any specific regulations or best practices when it comes to sites use of cookies and user privacy? we are doing a review of a number of our sites based around accessibility, but also interested into how complaint with are with the best practices on the use of cookies and how their use should be communicated to the site users?

My understanding is cookies provide information about site users and that under certain regulations (any pointers on which) the company is required to inform our customers as to whether our sites uses cookies and allow them to choose if and how they use our sites based on knowing if cookies are used or not.

It would be useful to have a checklist about cookies and best practices, regulations for their use, in order to go through all our sites and see how complaint we are with those.

Most web sites have a standard disclaimer regarding cookies.  What you disclaim will probably have more to do with how you use cookies rather than whether or not you set them.  You control what goes into a cookie, and how you use that data.  Ultimately, the visitor can reject your cookies, so they always have that recourse.  

The EU has laws about cookies, but for the most part, you can do what you like with them.
