FTP Send Out by scheule

I would like to set up some rules. like at 6:00 pm PST ftp everything in folder a  to another network.

Which software you suggest me to use it?

For this purpose I used to have WinSCP configured with task scheduler. Can be configured in any possible way even with commands list file for multiple jobs in one batch.
