well, it happens if you just refresh the page as well.
its part of how the sidebar has been designed, I can't try anything in chrome as any changes are wiped when the page is refreshed which causes the problem.
I suspect its the social media buttons - Facebook, Twitter etc..
try removing or disabling them.  or putting the social buttons widget AFTER the newsletter signup
also when signing up to the newsletter - it seems to ignore the info entered and redirects to another blank form...

Good call on the social media.  That is what is causing the jumping.  Too bad because we really liked it in that position.  Yes, I know the box leads to another signup page.  That's the way we had to set it up since we needed them to fill out form on Constant Contact.

you could try another social plugin which might not do that,
such as: https://en-gb.wordpress.org/plugins/social-media-widget/

also it would really irk me if I filled in that newsletter and pressed send to be confronted with another sign in form.
you could just a constant contact widget in its place?
