Cannot boot to Windows after trying to install Intel drivers

I have a number of Dell Latitude E7250 laptops with Windows 8.1
I installed some windows updates today and now none of them are bootable.

I get a pre-windows error:
PNP detected Fatal Error

I have unplugged all external devices but it did not help, same error.

My guess is that it had something to do with the installation of the
Intel - other hardware - intel dynamic platform and thermal framework

I can boot into safe mode but  I cannot uninstall the regular windows updates that have today's date, it gives and error.
I cannot find the intel stuff mentioned above to try to uninstall it.

What can I do from here?

is your bios set to boot from the correct disk drive -or partition?
you can post a picture if unsure
if you have a pnp error in the bios, you can try updating the bios, or using an older bios file
Did you try booting from CD/DVD ? or USB?

Does that work?

I was able to boot into safe mode on the other computers and uninstall the patch.
