Browser randomly fails to load full website on REFRESH, when multiple tabs are opened

Browser fails to load full website sometimes, when multiple tabs are open and user tries to refresh. Sometimes images are not loaded, sometimes site loads in text format, sometimes proxy error page shows up.
However after multiple refresh, site loads completely. The sites opened were economic times, wall street journal, timesofindia, moneycontrol.

Tested on Chrome and IE. When this was tested alongside Chrome Developers tools, i found the following error message net::ERR_PROXY_CONNECTION_FAILED
The proxy used was Websense. Failed to understand what was the actual cause
