Is there a way in Outlook to 'send as' another or alternate email address?

Only if you are given delegated rights to do so by another user or Exchange administrator.

Also, you cannot send as another email address that is already assigned to you.

Assuming you have the rights to do it, in a new Outlook message, select Options and click on the "From" icon in the toolbar.  That will give you the ability to select the mailbox you want to "send as" or "send on behalf" of.

As Todd has said, you cannot send as an alternate address that has been assigned to your mailbox. The mail will be from the default reply address.

The correct (only?) way to do it is

1. Create another mailbox with the other email address
2. Forward mailbox 2 to mailbox 1
3. Assign send as permission to mailbox 1 on mailbox 2

You will then be able to send from user 1 as user 2
