Microsoft Visual C++ Runtime library, Runtime error ! Program C: Windows Explorer.EXE (after installing Windows 10)

I'm getting this error after a forced install of Windows 10.
runtime error, Internet ExplorerI googled this and there's a healthy number of posts, like this (2013), this (2013), and this (2012). Other posts go back to 2008.

It started for me when Windows 10 was installed over Windows 7, in early 2016 I think.

The solutions in the posts aren't too cut and dried, "try this", "try that", like Windows repair, go to a restore point, clean boot (?),

Hi.

open appwiz.cpL
there, in the upper right search box, type "visual"
Then, all instances of visual c++ will be listed.
Redownload and reinstall each and any of those until your error (hopefully) vanishes.

Ok, I'll give that a shot . . . never did that before, but always up to adding a new tool . . .

oh - you meant Control Panel . . . well, I learned how to open that from the command line . . .

so here's everything - I used to have all kinds of stuff on this laptop, like Sql Server 2005, etc. etc. Now it's just for normal PC browsing, Office, etc.

So I think I can uninstall everything and be ok. if not, I can re-install. What do you think ?

I don't think uninstalling is needed.
Just google-search, download and install:
VC 2005 redist x86
VC 2005 redist x64
VC 2008 redist x86
VC 2008 redist x64
VC 2010 redist x86
VC 2010 redist x64
VC 2012 redist x86
VC 2012 redist x64
