Sharepoint workflow on list

I have created a rights changing workflow for sharepoint online (impersonation workflow)
which works fine when I manually trigger it or when I create new items.
the workflow is bound to a specific list.

However, when I want to upload the data to the list (first time bulk upload from excel), it will not allow me to use the created list (with the workflow).
so the catch 22 is that I need the list to be there for the workflow to be bound to it - so that it kicks in when uploading , but it can't be there to allow the upload...

any ideas ?

- update :

No one?  I can rephrase the question

How do I make a workflow run on all items of an existing list ?

There is no way to make it run on all items of a list with one click, wish there was. There are some different way to do that that involve triggering a work flow when an item changes, but they are tricky to do.

Reading your post again another idea came to mind. This might not work, but if it does, that would be great. Not sure what kind of list you have, but if it is a flat list, you could create the list in SharePoint, switch to the datasheet view, and then cut and paste from the excel file. The workflow would trigger on each item and set your permissions.

I have done this on smaller and simple lists and it works well.

Hope that helps...

that might work as a last resort...if it boils down to doing that, I'll grant you the points...

Not ideal but probably the best workaround
