Even though we have already setup licensing on our Windows 2012 RDS Connection Broker - see attached, when I login to a terminal server, I still see the "Remote Desktop Licensing Mode Not Configured" and "Activate Windows , go to Control Panel to activate Windows" - see attached.
Your first screenshot does not show that you've configured the connection broker. It only shows that it exists.

RD Licensing was configured and color was turned from green to gray.

That doesn't mean youve configured licensing at all. You have to view the properties (in server manager) and set the licensing type (user or computer) and the name of your licensing server, which can be a different server than your connection broker. That screen does not indicate you've properly configured licensing.
On the session host, you can run the love song diagnoser tool and check your settings are actually being pulled and that CALs have been installed and are available.

Your server licenses should have come with an activation key. That is separate from RDS. You simply enter the key you received when you purchased the server license. This is required.
