Email converted to invitations sending wrong when sync with iOS

I am having an issues where an email to a list of people is converted into a Meeting, then some or all of the people are remove (via Cancel Invitation or deleting). When this syncs up with an iPhone, the invitation is sent to everyone who was originally on the email.

How do I convert an email to a Meeting without sending to former recipients with an iPhone.

Exchange 2010 on premise
PC with Outlook
iPhone using built in email client

Which CU version, Activesync version of Exchange 2010?

I think it is ActiveSync 14.1.

All I see for Exchange is Update Rollup 6.

I have figured this out, to an extent.

I figured out that if you use Cancel Invitation, it will keep the users in the list and send out when it is sync'd with iOS.

If you manually remove the users, then they will be completely removed and it will not send after Sync.
