how to give role based permission menus in wordpress

there are 3 roles in my site. each role has different accesses. now i need to give permission to one of the plugin to one of the role. is this able to achieve by code modification or any plugin available for the same.

So you want to give access to one plugin to a user group? Which plugin is it? It will depend on what it is plugin as how easy that is to do.
If they can access the plugin via a post or page that should be easy. But if it requires the limited admin panel access, that may be harder.
But there are plugins that allow to have more control users and groups and what they can access.
I haven't used this plugin, but it might do what you want: https://wordpress.org/plugins/miniorange-user-manager/
