EdgeTransport.exe CPU Memory

Hello
I have to Exchange Servers MBX1 and MBX2
My problem: my is plateform blocked
the EdgeTransport.exe use a high level of CPU and memory
when i check the Queue viwer find a lot of mail more than 1000 message sended  to anonymos recipients  
with code "421 4.7.0"

I enable the exchange ant-spam and configured the IPBlocklistprovider
i change the directory of Queue
I Enable windows firewall
and the problem presists

Please can anyone help me

problem solved
I was disabled the  Adpermission in recieve connector for the anonymos users
