changed from Verizon internet to Charter and now my yahoo plus smtp/pop3 outlook email is not sending or recieving emails

There are settings in Outlook (Account setup) for incoming and outgoing mail servers and ports. These might have changed when switching suppliers.

Try removing your Outlook Profile (Control Panel, Mail) which removes your account. Restart the computer, open Outlook, set up the Account new, and point it to the existing PST file.

Since you're still with Yahoo for email, you haven't changed email providers, only your ISP.  It's reasonable to assume that shifting to Charter caused the problem; however, there is also another possibility I'll discuss a bit later.

Like most ISPs, Charter blocks some ports outgoing and some ports incoming to their customers.  Your Yahoo POP3 port assignment may be on a restricted port.

Find out what port your email client is using to connect to Yahoo, then check the email client's error messages / logs to see what specifically is going on.  The setting for Yahoo is usually pop.mail.yahoo.com on the alternate secure port, port 995 (see below).  If the logs indicate that the connection to Yahoo is failing, then call Charter and ask them to unblock that port outgoing from your cable modem.

The other possibility is that last week, Yahoo changed security certificates.  Some clients such as Eudora are having trouble with the new certificates.  Again, check the email client's logs or error messages, and see if a security certificate is the issue.

I haven't used Charter, but all the ISP's I have used do not block common mail ports.
