why does Quickbooks pro 2015 require admin account to file tax's electronically

We are getting a message that we cannot file State/Federal taxes from an user account that has total access.  It says that we have to be signed in as the administrator  or an external account.

Is that correct or is there some permission I can give the person to allow them to file the taxes from their account

Some function in QuickBooks require the QB admin to perform.

Go to Company, Set up Users and check the user's permissions. If you cannot permit State Taxes, then an admin will have to do it. Also try using Single User Mode.

Where I am we have Sales Tax and a user can file Sales Tax but they have to be in Single User Mode.

The company file was in single user mode, didn't want to give administrator access so I created an external company account and had them use that

You must use Single User Mode for taxes. It has always been this way.
