Voice recognition ASP or ASP.NET or JavaScript

We want to make a voice recognition webapp or regular asp with JavaScript where we want to to put the user to read with voice some paragraphs with texts and make actions according what the user speaks. We want to do in some languages like English, Spanish and French. What could be a good option to do? We like ASP.NET but if there is a better option that can be effective is ok. Any ideas or suggestions?

Haven't worked closely with speech recognition. However, as I understand, it is possible to implement both with asp and win forms, hard to say what's better:
