Is MarkLogic v 5 FIPs compatible/enabled? I can't find anything online for this version.

I don't believe so.  Looking at the release notes, it looks like they added FIPS compliance in MarkLogic 6: https://docs.marklogic.com/6.0/guide/relnotes/chap3#id_82572
