Disable License Options

Just a quick question and hopefully an easy answer for someone.

I want to disable AAD in our tenant (grey it out) so the engineers when creating accounts do not use it going forward. Is there a way i can disable it or prevent any licenses being issued powershell etc?

No, no way that I know of. If the licenses are available (as in not expired or similar), anyone with a role allowing license assignment will be able to assign any of them to anyone. I know there are some 3rd party products that provide you with a scoped administration "portals" for O365 management, perhaps some of them can offer a solution. But that will come at a price ofc :)
