Outlook OST management with roaming 365 users

We are having issues where users who log onto a new machine have to wait some time whilst Outlook syncs their email from office 365 to an OST. In one instance this seemed to prevent a user with a large mailbox from sending any email until the sync had completed.

We do not have roaming profiles across our network and are keen to avoid them but was wondering how users handle OST management without a roaming profile. Disabling cached exchange mode seems to limit search functionally within Outlook so I don't feel that is an option. Users would be happy to only have a 3 month cache on machines they do not use regularly but it is how you set a policy so it know this is the users primary machine?

Any advice on how set a policy to define a users primary machine and also how you guys manage OST across a large number of machines. Would be greatly received.
