I have forwarded this message to my email and one of my coworkers and we can open it with no issue (we are also using Outlook 2016).  I have made sure outlook is up to date, tried running in safe mode to rule out plug-ins, and ran a repair all with no success.

Sounds like a corrupt data file. There are two things that I have found that caused PST/OST file corruption. One there are a several windows updates for Outlook that cause it. So if that has happened right before the problem, do a system restore prior to the update or just remove the outlook update in question. Second close outlook, delete everything in  c:\users\{username]\AppData\local\Microsoft\Outlook\ except for the subfolders, then reopen outlook. It will rebuild all the files you deleted. Also check to see if you are using Cached Exchange mode. That check box S/B checked.
