Outlook 365 - Online web application - how do u block an email and return it to its sender

My OS is win 10 pro and I use Microsoft Edge and Office 365, and the OWA.  From time to time I get persistent spam emails from an individual and despite unsubscribing it still seems to come in.  How do I block his email and return it to its sender, maybe with an error that the email is no longer in use.

Two options, use the Junk Email function, and put the sender on the blocked list. Only helps if it's the same email address, and the spammer doesn't change it every time.
Another option is to make an incoming rule, also based on email address, or if it's changing, find other identifying marks, like part of email address, or subject line and give the action Delete.
Do not return it to the sender, you will only get non-delivery reports, or the other side just deletes those. It's no use, and in worst case, you'll send it to a spam honeypot, maybe getting your domain on a blacklist.
