Phonebuff has given a tool that will certainly help you calculate bandwidth requirements, which is important. A test like Speedtest.net will also let you get an ideal if the connection has a lot of latency. So there are small things you'll be able to calculate, and generically say that resources are or are not sufficient.

However, it's not as simple as that for what you want to accomplish. The biggest thing is whether the PBX has enough bandwidth to work with, along with a low amount of latency. A speedtest could easily be run from a PC-based PBX, but not a somewhat more traditional unit like an Avaya or Shoretel.

Because SIP trunk based calls start between the SIP provider and the organization, either someone with the ability to sniff traffic on the customer side OR at the SIP provider end is going to have the best idea.
