Looking for MDM solution to control data usage

Our company has about 150 android tablets that are leased out to contractors. The problem we have is data usage abuse. Certain users are using tons of data. I am researching an MDM solution that would allow us to control the amount of data being used on an android device. Whether it is locking out certain apps or just an app that is capable of shutting down the data when the limit is reached. I know android has a build in setting, however this can be easily disabled by the end user.

Bonus:
-ability to GPS locate the tablet
-ability to lock/wipe tablet remotely
-ability to configure tablet remotely

Any recommendations would be great!

In MaaS360 you can set up compliance to change policy at different threshholds for mobile data. within the policies you can disable data/background sync/etc. or limit to emergency calls even.  http://www-03.ibm.com/software/products/en/maas360-mobile-expense-management

The bonus should be available to MDM esp on the wiping and remote management. The GPS location will have too but likely needed more of geofencing the device e.g. policy kicks in when going into restricted physical boundaries ...
