Excel takes 30 seconds to open

So I have a customer running Excel 2013, on Windows 8.1 Pro fully Updated.

She has an issue where when we double click an Excel spreadsheet, it takes 30 seconds to open, unless Excel is already open.
If Excel isn't already open there is no sign of excel.exe for 30 seconds, then it instantly opens.
Reinstalling Office does seem to fix the problem but it keeps re-occuring which as you might appreciate, the customer is feeling mightily frustrated by.

Anyone know what might be causing this?

Other office applications are not affected.

Reinstalling does. Tried the new profile, also works, temporarily.

Thanks for the update. Try the two repair steps below.

1. Open cmd.exe with Run as Administrator and run SFC /SCANNOW. Allow to complete, shut down, start up and test.

2. Run DISM.

Open cmd.exe with Run as Administrator.
DISM.exe /Online /Cleanup-Image /Scanhealth (takes 15 - 20 minutes).
DISM.exe /Online /Cleanup-Image /Restorehealth (takes 15 - 20 minutes).
Restart the computer and test

Are there any AddIns? Is there anything in the XLSTART folder? Those items need to be loaded when Excel first starts up, but not if opening a workbook when Excel is already opened.

Ok you are missing the part about Excel.exe not being in the taskmanager and there being no sign of it on the screen either.  It's like.. Nothing for 29 seconds, and instantly opened the second afterward.

1. Try Repairing Office from Control Panel, Programs and Features.
2. Make a new, test Windows User Profile (Account). Log in to the new Windows Account and test Excel. Any change?

To test whether it's a problem with an add-in, do the Windows key + R to get up the Run dialog box.

put
excel.exe /s "c:\My Folder\book1.xlsx"
in there, to start Excel in Safe Mode, with no addins, but also specifying the file that you want to open.

If this opens cleanly, you may need to look at what's enabled under Files.. Options.. AddIns

And, Excel is opening fine at the moment. I wonder if it happens only after she opens  some other program, or performs some action in it (say, exporting something to Excel).

Ask the person to work with just Excel for an hour or so and please post back if that works.

Then please let us know what offending programs. They could be legacy programs.
