Free Alternative to JIRA

Hi Experts,
could you suggest free alternative to JIRA (Issue / Defect) management please?

Can we attach files? can we add dependencies? Basic Dashboard, Basic reporting etc.

Bugzilla is free (https://www.bugzilla.org/) and provides a pretty complete bug/issue tracking system.

Attachments, simple reports etc.

Mantis is another good option, Php based. It is completely free.
