Maximum size of favourites folder in Windows 8.1 using IE 11

I have a client who has some significant life challenges.  He uses the computer to go to various sites and then saves the sites to his favorites.  I have never seen such large amounts of data stored in a favorites directory.
What would be the maximum number of files or size of the favorites directory?
What would be the maximum size for the favorites bar?
Is there a program available that could handle this better?

On a similar note, the client often prints pages of the sites that he has visited with the printer off or not functioning.  He has over 4,000 files to be printed.  Obviously the only thing he can do with these files is print or delete them, but he feels it important to save the files.  Where would they be located, and can they be copied to a thumb drive?

the windows 8.1 operating system has many errors, and I plan to restore the system to factory, and then try restore his favorites in a manner that does not kill ie11

There is no predefined limit.  Save his userdata in another drive so you can restore it after creating his new account after the reinstall.

robocopy c:\users\username x:\username /e

Suggest that he print to onenote or some other way like a pdf file
