Terminating connections by ip address

Hello EE,

Is there a way to release connections to a website by ip address using IIS or other means ? For example, I run a netstat and see ip 199.136.X.1 connected to the site along with other ips . Can i terminate the connection from 199.136.X.1 using the cmd line or IIS8.5 only , while maintaining the existing connections ? This is server 2012 IIS8.5
