Outlook Categories Greyed Out

I recently transferred over a user from Outlook 2007 to Outlook 2013 IMAP configuration default settings. Everything is working fine with the exception of the color categories. The Color Categories at the top is greyed out. When creating a new appointment I can't assign a specific color category.

Microsoft told me how to "Upgrade to Color Categories" but that didn't do anything. Anyone have any ideas?

It is the default behavior of Outlook 2013.

"You are using an IMAP (or Outlook.com) account and flags are not fully supported in those accounts. If you have an imap account and are using the calendar in the imap folder, categories are not supported. You need to add a pst file and set it as default data file."

I just tested on my IMAP and it's greyed out as well. Time to get them on Exchange!
