Windows Defender struggles to check for updates.
W7 when checking for updates the progress window stops at a certain point and never completes the check for updates. This system belongs to a neighbor.

It's not in the program list, should he remove it from his system or disable it in some way?
The questions was why did updates not progress once action was taken to retrieve the updates. The other comments above do not really address that.

If "It's not in the program list" it probably is not installed.
But if installed, uninstall it (Revo Uninstaller) and then be sure to install another antivirus app, Like Windows Security Essentials.

Windows Defender is on the system because updates were offered. Those updates never finish downloading thus the question.
He has Trend Micro for AV.
Does he need WSE too or it is MSE ......(Microsoft Windows Essentials............)

I just came from the guys house. The article from Microsoft in the help section "about" said that if you have a AV protector then WD stays dormant. He should not get the update notices any more. He had removed Trend Micro when he got the messages about updates.

I will recommend something like webroot which is signature-less product (less than 2 dollars a month)
