Load Mac OS 10.12 Sierra within Windows virtual machine
Please provide me with the steps on how to load Mac OS 10.12 Sierra as a Windows virtual machine
Doing so would be a violation of the Apple EULA which licences the use of OS 10 only on Apple hardware.
If you want you to run a virtual machine of macOS, you need a Mac. VMware, VirtualBox and Parallels all make VM software for macOS.

Other people have said that it simply won't run if it's not on Apple hardware.
As mentioned above, you will need a MAC if you want to run it as a VM. Of course you can have Windows installed on the MAC, and under Windows run VirtualBox, then install OSX sierra as a VM on it. But one thing you have to consider further, is that the MAC's hardware would actually also be able to run Sierra natively. Sierra won't run on just any old MAC. It has a minimal hardware requirement, and that is also required when you run it as a VM on that MAC.
Just to add, no EE Expert can help you with your question, because running OS X on anything other than Apple Hardware is a breach of the EULA.

you are granted a limited, non-exclusive license to install, use and run one (1) copy of the Apple Software on a single Apple-branded computer at any one time
